Insurance & Utilities Regulatory Section

About

The primary function of the Insurance & Utilities Regulatory Section is to serve the Attorney General’s Consumer Counsel function, pursuant to Section 2.2-517 of the Code of Virginia, in matters related to the regulation of insurance and utilities, particularly as such regulations affect rates and service for monopoly services.

The Section does not have agency clients, but instead represents the collective interests of the citizens and businesses of the Commonwealth in their capacity as ratepayers or consumers in the areas of regulated public utilities and insurance. The Section regularly appears before the SCC and federal agencies such as the Federal Energy Regulatory Commission (FERC), and to a lesser extent, the Federal Communications Commission (FCC). During the General Assembly session, the Section performs bill reviews on most utilities (Title 56) and insurance (Title 38.2) legislation, and appears before the Senate and House commerce and labor committees as necessary.
